Safe Working in Confined Spaces
2012-11-19 EHS News: Working in confined spaces may initially seem like quite an uncommon area of health and safety provision. You’d be forgiven for thinking it applies to only a small number of highly specialised

Confined Space Safety
POSSIBLE HAZARDS IN CONFINED SPACES According to the Occupational Safety and Health Administration, (OSHA), a confined space is defined by three conditions: 1. It has limited openings for entry and exit 2. It has unfavourable natural ventilation which could contain or produce dangerous air contaminants 3. It is not intended for continuous employee occupancy Confined spaces exist in many different industries and work environments including building construction, water and wastewater treatment and delivery, and agriculture. Confined spaces include, but are not limited to, storage tanks, pits, wells, vats, manholes, tunnels, underground utility vaults, sewers, and grain silos.
Every Move Counts in a Confined Space
A number of people are killed or seriously injured in confined spaces each year, and those not only include people working in confined spaces, but those trying to rescue them without proper training and equipment.
Combustible Dust
Manufacturing industries don’t appear high risk like the oil, gas, petrochemical, and mining sectors. Appearances are deceiving. After all, how dangerous is shopping at the grocery store while navigating the aisles, or comparing department store prices on electronic products, gadgets, and wizardry?
Confined Spaces
Most industrial facilities have confined spaces. They often get overlooked because access to them is rare. Not surprisingly, many facility managers believe there is no particular reason for concern. The awakening could be a rude one, as several managers have faced criminal prosecution and substantial fines as a result of fatal accidents.

The Ins and Outs of Confined Space Rescue
If a man was drowning in a rough sea, would you jump in to save him? Might it cross your mind that you could drown as well? In more than 60% of reported confined space fatalities, the would-be rescuer also loses their life. The following are true stories of worker fatalities as reported to NIOSH (National Institute of Occupational Safety & Health).
Confined Space - More Hazardous than other Workspaces
Confined space may be defined as a place where the means of entry or exit are restricted because of location, design, construction or contents. It may include tanks, tankers, tunnels, silos, sewers, flues, pipelines, sea containers or vessels. The main hazards encountered in confined spaces are fire or explosion, asphyxiation, toxicity, drowning in liquids or free flowing solids and injury or death if mechanical equipment within the confined space is inadvertently turned on while someone is still inside. These hazards are due to the presence of hazardous gases, vapours, fumes, dusts or the creation of an oxygen-deficient or oxygen-rich atmosphere.
Working in Confined Spaces - What you should know
People are killed or seriously injured in confined spaces every year, yet this concern is often the ‘poor relation’ when company management sits down to consider safety issues. It is important to read through all legislation related to working in confined spaces and understand how this applies to your organisation. Your life and that of others could depend on it. Where a risk assessment has been undertaken which identifies risks of serious injury from work being done by anyone in a confined space, international standards and best practice require certain actions. In a nutshell, these key duties are to avoid entry to confined spaces whenever possible by doing the work from the outside. If entry is unavoidable, however, follow a safe system of work and put in place adequate emergency arrangements before the work starts.
Confined Spaces - Making Confined Spaces Safe
From a health and safety point of view, work in confined spaces is regarded as being particularly hazardous and must be strictly controlled in order to minimise risk. However, if risk is to be adequately controlled it is first necessary to set down a definition of the term ‘confined space’ that can be used to identify the tasks involved in this style of working.

Confused or Confined?
In the 26 years I’ve been working in confined spaces, the practices we employ to ensure our safety have changed little. Attitudes and legislation, however, have changed dramatically and sometimes I wonder why.
Portable Gas Detection
Minimising workers risk to atmospheric hazards - There are a large number of occupations that require the entry to a confined space. A definition of a confined space varies in the legislation from one country to another, but the differences in effect are slight. In essence it is a space that is large enough to enter and perform work but has limited or restricted means for entry and exit and is not designed for continuous human occupancy. Anyone entering such a space by virtue of its enclosed nature is at increased risk of being overcome by toxic fumes, vapour and oxygen deficiency, drowning, extreme temperature or explosion.
Confined Spaces
A number of people are killed or seriously injured in confined spaces each year. This happens in a wide range of industries, from those involving complex plant to simple storage vessels. Those killed include not only people working in the confined space but those who try to rescue them without proper training and equipment.
Confined Spaces
The “best” confined space gas detector doesn’t come from any one manufacturer; it’s the instrument that best fulfils the requirements for your confined space programme.

Confined Space Entry
Poe, whilst writing his classic short story, succeeded in conjuring up a vision of "the pit" as a deep, dark place full of grotesque fates for those unfortunate enough to enter. In the modern health and safety context, "the pit" is just one example of the broad range of confined space entry scenarios. All of which are capable of bringing injury, illness and death to the unaware, untrained, unassessed and the unprepared.
Attack of The Killer Spaces
Mise en scène - It's more like a scene from a Hammer Horror B-movie than reality, but it actually does happen, at least once a year. Someone goes into a harmless-looking opening, perhaps to retrieve something they have dropped, or just for a look, and they don't come out.
Confined Space Entry
When considering confined space entry procedure, employers integrate many factors into a plan to ensure the safety of all involved. In the UK under the Confined Spaces Regulations 19972, employers must first try to avoid the need for a confined space entry.

Working in Confined Spaces
The need to perform operations within Confined Spaces is a truly international problem. Each year millions of pounds are spent trying to remove the need to enter these spaces by changing processes, by designing out the spaces themselves and by the use of new technologies such as CCTV for inspection work.
